Committee review panel will evaluate initial RFQ application responses according to the criteria outlined
within the Prospectus. Up to 3 artists or groups of artists whose proposed qualifications demonstrate, in
the review panel’s sole opinion, the qualifications that best fulfill the purposes of this project will move
to the finalist selection phase, PHASE II. In PHASE II artists will be hired to create proposal concepts
based on the project theme. Those proposals will undergo a jury review. The selected artist in PHASE II
will be contracted to implement their mural concept at Turnstone Center in 2025. -- About Turnstone Center for Children and Adults with Disabilities

Applicant Eligibility:
● Applicant(s) must be willing to sign an indemnification agreement, a hold harmless waiver, and a
photo release waiver;
● Applicant(s) must be prepared to provide proof of insurance;
● Applicant(s) must be 18 or older;
● Applicant(s) must be able to travel to Fort Wayne, IN to install the mural in 2025;
● Applicant(s) must be able to provide tax documentation and be eligible to work in the USA in
2025.
● Applicant(s) must be willing to document installation process or work with Turnstone Marketing
Team to document the mural installation.
-- RFQ Google Doc Application must include the following:
a. Applicant Contact Information: Please provide your name, mailing address, email
address, phone number and city of residence
b. Professional Resume (2 Page Limit): An outline of the primary artist’s background and
experience with examples of work done by the primary artist(s); and a list of other
individuals who will assist in the completion of the project, detailing their training, and
relevant work experience.
c. Five Previous Work Images: five relevant work samples, including title, dimensions,
medium, and completion date.
d. Two Professional References: Please share the name and contact information for two
professional references.
e. One Professional Letter of Reference
f. A Brief Statement: State in 200 words or less why you are interested in participating in
this project.

The project location is an early learning center wing and a pediatric therapy wing located
at 3320 N Clinton Street, Fort Wayne, IN 46805 at Turnstone Center for Children and Adults with
Disabilities. Detailed site template and additional photos will be provided to Phase II finalists. A general
estimate of square footage and site photos are available to Phase I applicants.
Specifications: The total area of the mural is to be a minimum of 7,000 square feet. Please see site
photos below to better understand the site. Detailed site template, exact specifications, and additional
photos will be provided to Phase II finalists. Phase II finalists will be juried based on their observance of

The theme requested emphasizes joy, inclusivity, and local culture. "Families at play" and
"children with disabilities at play" highlight the importance of togetherness, diversity, and accessibility in
recreational settings. "Animals" adds a lively, natural element, while "train with train tracks" evokes
movement, nostalgia, and exploration. Lastly, "Fort Wayne and Indiana landmarks" ground the artwork
in regional pride, celebrating the unique architecture, history, and identity of the area. Together, these
themes create a vibrant and meaningful artistic vision that displays community, connection, and a sense
of place. Additionally, poster size photos will also be hung strategically with the mural, that will need to
be a consideration by the artist.
