Hall, the building’s namesake. We are not looking for traditional illustration or documentation of this individual’s life, but rather an artist who can tap into the energy and interpret through imagery. Ira D. Hall embodied a life of public service, a variety of careers, as well as a deep interest in art. The artwork spans two floors of the building’s east façade and is visible from the street for cars or pedestrians. The purpose of including this mural in the architectural design is to infuse the building and neighborhood with the inspiring history and sense of style of this influential individual, Ira D Hall. The 33-foot wide 18 foot high artwork spans two floors of the building’s east façade and is visible from the street for cars or pedestrians. This two-floor mural should be visually connected yet will be separated by a concrete floor between levels 1 and 2. The space is enclosed in glass and the distance between the mural wall and window is 3’-8”. This is not an accessible passageway, but is is dedicated to accessing the art for installation and maintenance only. We welcome a range of artistic media, from traditional paint to tile, digital, or sculptural elements. The selected artist(s) will be provided with image archives, information about Mr. Hall, and access to his surviving family members, as well as details about his role as a co-founder of MidPen Housing. As part of the commission process, the artist will collaborate with the MidPen Housing development and the art consultant in a limited design review to ensure the artwork aligns with both the vision of the project and the legacy of Ira D. Hall. The top two finalists will be invited to submit a proposal for their potential artwork. Each finalist will be compensated with an honorarium of $1,000 for their presentation and proposal.

The park serves youth and adult soccer organizations, walkers and joggers. Murals will be painted on the two staircases that access the north fields. The themes for this project are health and wellness, sportsmanship, and community pride. Submitting artists should have experience designing and painting murals. Any necessary personal protection equipment for the safe completion of the project must be purchased by the artist. The wall materials are concrete and cinder block and will be pressure washed, primered, and painted by the City in advance of the installation of the mural. Upon completion, the City will also have an anti-graffiti coat applied to the mural. Applications will be accepted by artists residing in the State of California. The all-inclusive budget for this project is $10,050. The budget covers the artist fee, paint supplies, equipment rentals, and any other expenses incurred and arranged by the artist in association with the design and completion of this mural project. Artist will be required to provide insurance and obtain a current City of Palmdale business license as outlined in the agreement, before beginning work on the project. Selected artist will receive a $450 stipend to submit a color sketch or digital image of the proposed artwork to scale. The proposals should reflect the project objectives, including theme and context within the project site, and should be respectful of the greater context of the community. Proposal design must take into consideration a small memorial tree, which is planted in front of the wall, as part of the composition. Proposed artwork must be family-friendly and cannot depict sexual conduct or sexually explicit nudity nor advertise any activity illegal under the laws of California or the United States. The Panel will select proposals that best meet the City’s objectives for this project. The Public Art Commission reserves the right to contact artists prior to final selection for clarification or expansion of their proposal.
